Finally, the judgment in the Ram Janam Bhumi-Babri Masjid title suits has been pronounced by the Special Bench of the High Court of Allahabad.  It has taken almost 6 decades for the country to come to a conclusion and different sections of the people in the country were eagerly waiting for a judicious pronouncement on this sensitive issue. The issue relates to sensitive matters on which different sections of the people have held different views.  

Maintain the Status-Quo
the orders delivered by the Honorable Judges need to be examined carefully.  What ever be the final outcome of the verdict it is necessary that as a secular democratic country every one should uphold the constitutional value and do their level best to keep the country united always in any diverse decision to be implemented finally. All possible efforts should be made for a consensus by all the sections of the people as early as possible. The High Court itself has directed that the - Status Quo as prevailing till date shall be maintained for a period of three months.  Further, the High Court has granted leave to appeal to the Supreme Court for a final decision on this. There should be no stone left unturned to arrive into a decision that amicably settle the issue for ever. It shall not haunt any one later and that should keep our great country united always with all such diverse cultural, linguistic and social affairs.

Different Views on the issues

There had been different opinion expressed by different judges on these issues and reaching to a solution acceptable to all parties was very difficult for them. So many complex issues were involved in the suits and knowingly or un- knowingly some of the points which the ordinary people see as very important might have been over looked too. The three Honorable judges have given their findings on the issues and finally pronounced the relief in a manner by taking   into account all the possible repercussion that may follow in the country in general. The need of the hour is to maintain the status quo until the case is finally taken up by the Supreme Court of India.

Maintain Unity in all such Diversities

We the people of India have already shown our patience and perseverance in the issue and maintained all such law and order in the country remarkably well after the pronouncement of the judgment. Those who were waiting to cheer for doomsdays in the country are at their curse. We the people of India shall stand united for ever. We must always maintain our best tradition in the country. We should never heed to such disruptive forces or rumor mongers who are all awaiting to create panic in the minds of common people and push the country in to anarchy and bloodshed. Ours is a great tolerant nation with secular and democratic values and respect all our country men as our own brothers and sister irrespective of their caste, creed and belief.

Individual and collective responsibility

Each and every one should take their own efforts to maintain peace and harmony in the country and never let any untoward incident broke out anywhere on this issue. Every one should be individually and collectively vigilant to halt any mischief s or stray incidents which may broke out due to differences in the opinion against or favoring the verdict. Every one should respect each other and work for the common interest of the country and realizing the need shall stand united for ever in all the adversities our country may face out of this. Let what ever be our faith and belief, we all shall remain united ever for a strong India and be proud to be Indian.

It has already been said by various prominent social reformers and also felt by general public all over the world that corruption is a malaise that hampers justice, equality and denies many legal rights to common man in his public life.

To create general awareness on its efforts to combat corruption the United Nations Convention Aagainst Corruption (UNCAC) has declared December 9 every year as International Anti-corruption Day.

 In its efforts the Central Vigilance Commission in India is organizing a Seminar on this day the 9^th December 2010, on “Empowering Citizens to Combat Corruption”. The occasion also marks launching of a Project named ‘VIGEYE’ an acronym for Vigilance Eye which implies that the citizen would act as the eyes of the commission in keeping vigil on public affairs.

General public should be aware of this and come forward to fight against corruption by becoming a VIGEYE.

The main advantages of VIGEYE as per the Government of India press release, is that it has a simplified process of filing complaints and will provide authentic identity of the complainant. It would be completely digitized and will give online access to vigilance information.

Will India get a permanent seat in the U.N. Security Council?

The U.S. President Barack Obama was wholeheartedly welcomed by Indian people and delighted to see him in the country on his first visit over here. H e has been regarded as a great leader pursuing a great vision for peace, security and welfare for all people and countries world around. The commitment of both the democratic nations for better relationship and cooperation in matters that influence world order, security and peace are praise worthy. The need of this century is sustained efforts by these two great democracies working together for a stable, secure and peaceful world, progress and prosperity every where.

India as the largest democracy should open its door for mutual trust and have confidence in its great potential to influence the world in all the strategic fields. There should be bold and united efforts for non proliferation and global disarmament of nuclear weapons. It is expected that the visit of U.S. president have  paved way for such an initiative .His expression supporting India to have a permanent seat in the U.N. Ayodhya - a future perspective

Hardly 60 years over now since our great secular country had been partitioned in the name of faith and belief.   ‘Pakistan’- A nation with majority of people who believe in the faith of Islam was formed by desperate Muslims who felt their future as very unsafe in their own native place or mother land India. Still a great number of Muslims had their   trust in their Hindu counterparts and the Mahatma of this great nation. They continued to live in their mother land with great hopes and ambitions of a secular India as aspired by our great leaders that time. They too had religious faith and belief but never let their faith and belief over take the patriotic feelings they always kept in their heart.

Now our judiciary acclaimed as playing a safe role to avert any communal tension in the country has decreed to divide the disputed land into 3 parts as 2/3 to the Hindu majority and 1/3 to the Muslim minority, which resembles the traumatic period of partition in India The justification for this order underline and justifies the faith of the majority community who had been time immemorial did worship Lord Ram by constructing a temple in the birth place of the God in Ayodhya.

 But my doubt is whether there existed any concrete evidence to prove this faith or is merely groping in the darkness for proving ayodhya as the birth place of Lord Ram and should be worshiped by erecting a temple over there. Can it be affirmed that there were no deliberate attempt by some fanatics or emerged communal leaders to distort the facts and evidences to prove their claim as correct to support this faith?    

Further I would like to raise a laymen’s doubt as whether the god  will admire and glorify his subject for recapturing the  place and build a great place of worship and place it  before the world? Whether this will have a lasting solution for all the communal tension and other socio economic problems we face in our country.  Will this strengthen the secular structure of our democratic India and raise the image of our country as a whole.

 On the other hand , is it not a barbarious act similar like the invader babber did in the 6the century? Whether the future generation will praise their ancestors for recapturing the birth place of their god? Do they not repeat such actions in the coming years in the name of faith and belief and demolish all the historical monuments in the country which are against the ancestor’s faith and belief. They can very well cite a precedence of new temple in ayodhya and the court verdict to support their action of faith over there.

 In conclusion I want to say that in this age of information technology, instead of brooding over superstition and twisted faith by selfish people, there should be an open attempt to think and evaluate everything free from bias. The fact is always fact and it should not be colored by giving a label of faith and belief. If our forefathers have told some tales or myths to the children as their faith, it should not be the ground for everything in the life and taken as truth and follow bluntly as a fundamental faith. By virtue of human being every individual have their commonsense to evaluate every thing he find in his life. Of course some people may have more intelligence than the others as the receptive capacity of their brain to realize the reality may be high.


 It will be always better if we do some rethinking of our faith with the capacity of our own inherent intellectual qualities. Try to understand and evaluate the underlying truth in all our faith and belief. The victory is where the entire citizen in the country live in mutual trust, harmony and in true faith and belief, free from any doubt and suspicions between the communities and religious sections. My vision is a secular, Democratic, free India where every one lives in peace and harmony, prosperous to deliver the ideology of a great civilization before the world.

What is right to education act 2009?

This act envisages for providing right to free and compulsory education to every child between the ages of 6 to 14 years. The government schools will be managed by School management committee and shall provide free education to all children. Where as private schools have to admit 25% of students in their school without charging any fees. To monitor all aspects of elementary education the National Commission for Elementary Education shall be constituted.

The main advantages of the education act 2009

The act may boost the country’s education sector. It has become now the fundamental right of every child between the ages of 6 to 14 years to get free and compulsory education in the country. There shall not be any donation, capitation fee, any interviewing of the child or parent as part of the screening process for admission in the schools. It also prohibits physical punishment, expulsion or detention of children. Teachers should not be deployed for   non-educational purposes other than census or election duty and disaster relief. Also it ensures running a school with proper government recognition and in default will attract penal action.

Criticisms on right to educations act 2009

It has taken more than 6 decades after independence to pass an act like this. Even then it is well appreciated and may advance the country to a modern era and may help the government to eradicate illiteracy in the country.  However, there are criticisms from various circles as about the age provision to say age below 6 years and above 14 years should be included, not addressed the issue of shortage of teachers and their skill level, lack of infrastructure facilities etc.

Role of the Governments in financing it

Another issue with the implementation aspect of the bill is provision for providing adequate funds. Many state governments have earlier expressed their inability to finance it .Then the central government has to see various options to source adequate funds to support its proper implementation.

Now both the central and state governments shall share financial responsibility for RTE. The central government shall prepare estimates of expenditures and state governments will be provided a percentage of these costs. The central government may request the Finance Commission to consider providing additional resources to a state in order to carry out the provisions of RTE.

The state government shall be responsible for providing the remaining funds needed to implement. There will be a funding gap which needs to be supported by partners from civil society, development agencies, corporate organizations and citizens of the country.

Role of citizen, families and the community

Even though the government has taken such bold initiative to provide free education to our children people should not part away from this.  It should be taken as a collective social responsibility of every citizen and provide best efforts and support for such welfare measures our country is targeting. Families and communities should also have a large role to play to ensure child-friendly education for each and every one in the country as a whole and to help creating conducive environment to ensure its proper implementation.

Literacy and literacy rate.

In India to count a person as literate, he should know a language with understanding and must be able to read and write. With this basic requirement, Kerala stands top as most literate state in India and  Bihar is in the last position . When  we compare the  highest literacy rate  of  USA.UK,JAPAN,FRANCE,GERMANY and many other developed countries  -  India’s position is dismally very low . Therefore, proper measures should be taken  to revamp the  educational system as to achieve a higher literacy rate by  targeting all round social and economic development of  the nation..


Compulsory education

In India as well as other developed countries children education is compulsory.  Now it is almost accepted principle word wide by the respective governments to provide at least free preliminary education to its citizen. The importance of education in the social development is also  well known these days. It seems our government has already initiated various schemes and programmes  in eradicating illiteracy in the country.

Education for Cultural, Social and Economical Development

Education broadens the minds of people and  free them from the clutches of superstition and wrong belief. It is a key to open and realize the universe. It helps people to acquire information and knowledge.   They  could get in touch with various cultures and societies. It leads to know and understand everything that they  pass  through. This makes them  to think and  leads  to scientific and revolutionary ideas. They may start to realize the importance of becoming literate. They  will try to make their  family members and  other people  to realize it. Every one will put in their  efforts  for the  social and cultural developments.  This will in turn lead to greater innovations and development in all the fields of economy. Development in the fields of science and technology makes the country achieve industrialization, use of modern tools, use of high yield varieties of crops, higher growth in production, higher growth in percapita income and high standard of living.

Educational pattern

Ever since people has understood  the importance of education, various authorities and research groups in the country have conducted different studies to make  a better  system of education. So many commissions were appointed to study and report suggestions for improvement in different aspects of the education system.  There are various Centers of Advanced studies which give   more ideas and renders advisory services. Many more initiative in educational reforms is still going on, the latest being the proposed innovation universities. 

 The educational pattern now we follow in India is 10+2+3 system excluding pre primary education. This is 12 years of school education and 3 years of collage education. The period of first 10 years is meant for   general education and  next 2 years for some specific or vocational  courses in which the students have choice to select various subjects according to his interest or the career he want to pursue. There after 3 years meant for degree courses of specialized subjects. State or board level examinations are conducted at the close of 10th and 12 year of study and certificates are granted for higher pursuit. How far this system is good and serves to help the national interest in building India as  a developed country is still in debate.


What is the need of the day for future development?

Though our successive governments have taken  important decisions and initiative through constitutional amendments and projecting higher targets in our plan out lays for achieving universal primary education, still great percent of our people continues to be illiterate.The  country has already achieved certain level of progress in this field , but this does  not mean that we have  to slow down our efforts.  It must be our endeavor and aim to achieve  cent  percent literecy and great vision for the  future developments. There may be  many limitations or hurdles to overcome in a country of various castes, creeds,  beliefs and practices. It requires great determination, planned action and constant supervision from the part of government to achieve cent percent literacy.
 
Suggestions for improvement.

1)Requirement of adequate financial assistance or sufficient budget provision. The present system of education cess on taxes may be broadened to source the fund.
 
2)Primary education must be made compulsory. To monitor this panchayat or village level officers should be authorized to implement an action plan. In default, all concerned shall be penalized and corrective measures taken to get the desired result.

3)Free education to all up to secondary school level and to girls at all stages of her education shall be provided by the State or Central Government.

4)If required specific amendments in the constitution or ordinance issued, where ever necessary.

5)All the teachers and scientists  shall be declared national assets and they should be respected and rewarded accordingly.

 6)Regular advisory board in the pattern of planning commission may be devised by the government to advise and recommend suitable measures to be taken by the government in the educational field.
